Agricultural Building

Construction of poultry houses, greenhouses, stables and run-in sheds.This structure must be used exclusively for agriculture, including the housing of animals, farm equipment and farm storage, and not including any residential, commercial, or other use. A permit and full compliance are required if any such agricultural building or structure is at a later date proposed to be altered, repaired, modified, or occupied for any purpose other than exclusive agricultural use.

Building Addition

Adding a new room to a residential structure.

Note: If this is for a deck or porch please use application for deck or porch.

Foundation

Repair or reconstruction of a residential foundation.

New Building

New residential dwelling or commercial structure. 

Note: Do not use for accessory structures, such as a shed, gazebo, or additional dwelling unit.

Pole Building

A post-frame construction building using wood posts or poles for framing in which the posts are buried underground eliminating the need for a traditional foundation as found in stick-frame construction.

Porch

A structure attached directly to a dwelling with a roof and may include screens for walls.

Note: If the structure does not include a roof, please use the deck permit application.

Remodel / Renovation

Remodeling the interior of an existing structure. This should also be used for window, door and roof replacements.

Note: Repair or replacement of roof shingles, membranes and flashings do not require a permit, only if the work does not include any alteration or replacement of roof decking or other structural components.

Carport

A covered structure supported by beams or posts and open on at least two (2) sides.

Note: If not open on two or more sides it shall be considered a garage; please use the detached garage permit.

Deck

A structure which serves as a raised platform constructed of wood or other materials, without walls or a roof. A deck can be attached or free standing.

Note: Decks not exceeding 200 square feet in area and not serving an exit door, that are not more than 30 inches above grade at any point, and are not attached to a dwelling, do not require a permit however, any trade work if applicable, would require a permit. They must still comply with all setback, critical area and zoning regulations. Please contact the Permits Office for further verification.

Detached Garage

A free standing structure that is completely separate from the residential dwelling which is built on a separate foundation and designed to accommodate one or more motor vehicles.

Note: For attached garages, use the Addition permit.

Gazebo

A free standing pavilion structure, sometimes octagonal or turret-shaped with a roof and open sides.

Note: One-story detached structures under 200 square feet (residential) or under 120 square feet (commercial) do not require a permit however, any trade work if applicable, would require a permit. They must still comply with all setback, critical area and zoning regulations. Please contact the Permits Office for further verification.

Pool House

A free standing structure located within close proximity to the pool intended to store pool accessories, pool equipment and supplies, and may contain a bathroom.

Note: It is not intended for living or guest quarters.

Retaining Wall

A wall not laterally supported at the top used to either directly support retained material or to serve as a facing of a cut slope.

Note: Retaining walls that are not over four (4) feet in height (measured from the bottom of the footing to the top of the wall, unless supporting a surcharge) do not require a permit.

Shed

A detached one-story structure typically used for tool storage, a playhouse or similar use.

Note: One-story detached structures under 200 square feet (residential) or under 120 square feet (commercial) do not require a permit however, any trade work if applicable, would require a permit. They must still comply with all setback, critical area and zoning regulations. Please contact the Permits Office for further verification.

Pool / Hot Tub

Any structure intended for swimming, recreational bathing or other use that contains water over 24 inches including inground, above ground, and onground swimming pools, hot tubs or spas.

Plumbing

Except for minor repair work for repairs of leaks and stoppages, and for replacement of fixtures and appliances in the same location, all plumbing work typically requires a plumbing permit.

Solar Energy

Any roof-mounted or free standing solar array including any photovoltaic, concentrated solar thermal, or solar hot water devices.

Note: Both Site Plan and Special Use Exception approvals are required.

Wind Turbine

Equipment that converts and then stores or transfers energy from wind into usable forms of energy.

Note: Both Site Plan and Special Use Exception approvals are required.

Change of Use

A change of use or occupancy classification of a building or portion of a building, even when no alterations are planned or required by code. Examples: changing a dwelling to a real estate office, changing a bank to a restaurant, or converting an existing residential attached garage to a bedroom and bathroom.

Communications Tower

A tower site and structure, including antennas, equipment shelters, parking and other accessory devices or structures associated with telecommunication services for broadcasting, transmitting, receiving or relaying of communications signals for television, radio, satellite, wireless, cable, microwave, celluar, personal communications services, etc.

Note: Both Site Plan and Special Use Exception approvals are required.

Cottage Industry

The use of a portion of a residential structure, accessory structure, or a portion of the lot on which such residence is located, involving the offering of a service, the conduct of a business, or the production of handicrafts.

Note: Minimum lot size is five (5) acres.

Fireplace / Wood Burning Stove

The installation, alteration or replacement of a fireplace, chimney, wood stove, pellet stove or other solid fuel burning stove.

Home Occupation

Any occupation or business conducted entirely within a dwelling or single accessory structure or portion thereof, no larger than 1,200 square feet and which is clearly incidental and secondary to the residential use of the premises; provided that not more than one nonresident at any time may work at a home occupation business.

Mineral Extraction / Borrow Pit

Note: Both Site Plan and Special Use Exception approvals are required.

Shoreline Work

Docks, piers, rip rap, replacement bulkheads, living shorelines, steps, and any other construction and/or installation activities occurring along the shoreline.

Sign

Any structure or device, in whole or in part, which uses symbolic representations to direct attention, to identify or to advertise any activity, person, group of people or thing, including billboards.

Temporary Structure

Any building, construction, and/or assemblage of structures such as construction sheds, seats, canopies, tents and fences used in construction work for temporary purposes, such as reviewing stands, fairs, carnivals or flea markets, which are completely removed upon expiration of 90 days or less as stated in the permit.

Electrical

At this time Caroline County is only issuing limited electrician licenses. All other electrician licenses are issued by the State of Maryland.

Plumbing

You must hold a valid State of Maryland Plumber's license in order to proceed with a local Caroline County license.

Alcoholic Beverage Multiple Event

In lieu of individual temporary one-day licenses, you may apply for a Multiple Event License to serve or sell alcoholic beverages. This is only for an organization that qualifies for a Class C One-Day Temporary License.

Note: The license must be issued for one premises only and to the same applicant for all events not to exceed 40 per calendar year.

Beer, Wine & Liquor Tasting

Any current license holder or an organization that qualifies for a Class C One-Day Temporary License may apply to allow the consumption of beer or wine for tasting.

Note: All beer and wine must be consumed on the premises and the consumer cannot be charged. There is also a limit on servings per individual.

Temporary Liquor License

Any nonprofit club, society, or association holding a bona fide event that is raising monies for charitable reasons may apply for a Class C One-Day Temporary License to serve or sell alcoholic beverages.

Note: Licenses are not issued to individuals or businesses for profit. The State of Maryland alcoholic beverage laws apply, along with all other local County regulations.

Salvage Yard

A license is required in order to use any land or structure for the collecting, storage, salvaging or sale of junk or for the collecting, storing, dismantlement or salvage of more than two unregistered, inoperative motor vehicles, trailers or semi-trailers or the sale of parts.

Note: Salvage yards are only permitted in the I-2 Light Industrial zoning district subject to Site Plan approval.
